Build the HTS code
The 10-digit Harmonized Tariff Schedule code sets your base duty and decides which extra tariffs apply. Start from a common product or type a code you already have, then answer the classification questions below.
Classification questions
Customs classifies by what the item is, not what you call it. Each answer changes the guidance below.
Country of origin
Origin is where the goods were made or last substantially transformed, not where they ship from. It decides your Section 301 layer, trade-agreement eligibility and whether country-specific duties apply.
Customs value
Duty is charged on the transaction value: the price paid for the goods, adjusted by a few additions and deductions. How your invoice is written often matters as much as the rate.

Freight, fees & volume
Everything between the factory door and your warehouse. Mode and entry date change the government fees; annual volume sizes the savings.

How you sell
The $800 duty-free de minimis exemption is suspended, so every parcel is now a customs entry with duty, a processing fee and usually a carrier clearance charge. Parcels are also valued at the price the consumer paid, not your cost.

Duty by country of origin
Same HTS code and value, different origin. Moving production only changes origin if the goods are substantially transformed there. AD/CVD is excluded because it is country and producer specific.
